I have created a new version of RADMOD in UTL$EXE that deals with the new
RAD file format, so files created with the new rad (v1.5) don't have to be
converted first.

I had to really look to find all the pieces to RADMOD, so I don't know if
all of them are the most recent.  Everything I tested seemed to work, but
RADMOD is fairly complex, and I'm sure I didn't test everything, so I left
the older version in UTL$EXE::RADMOD_OLD.EXE.  If you have any problems with
the new version, please let me know.  You can always use the older version
until any bugs you find are corrected.
